“Those people” refers to the inter-city merchants.
“Inter-city merchants aren’t always in the city. Most of the time, they travel between towns. I intend to inform those who are in the city when Father Nicolo’s request comes in, but I can’t reach everyone.”
I inform the merchants in the city when the request from Father Nicolo arrives, but after that, due to the assassination uproar and other issues, I have to admit that the information dissemination is insufficient.

“The bad relations are with the workshops in the first and second districts that deal with high-end products. It should be fine to ask for a one-person workshop in the third district. Of course, we must choose one with proper skills and credibility.”
