“Now, I will explain the territory development plan.” Claudio began his presentation, a hint of nervousness on his face. “The development plan is broadly divided into four phases:

Survey, Management. Development, Taxation

  1. Survey is divided into three stages: resource procurement, survey implementation, and result evaluation.

Once the results are evaluated, we will move on to the development phase.

  1. Management involves a method designed specifically for this territory’s needs.

Its goal is to establish a highly transparent system that allows for remote supervision and real-time monitoring of development progress. The core of this phase focuses on understanding the current state of farmland development. It also includes laying the groundwork for continuous communication.

  1. Development includes farmland expansion, waterway construction, and product cultivation. However, no specifics can be determined until the initial survey is completed. The development strategy will be revised once we’ve gathered on-site data.
  2. Taxation will be implemented at appropriate levels and on appropriate targets based on the new management framework. We also aim to eliminate all taxes not specified within that framework.”

So far, no one raises any objections.

While it sounds like a complex explanation, there are really only two key points:

First, we won’t know anything for sure until we’ve conducted a proper investigation.

Second, we’ll be using a new management system.

It’s straightforward enough that I nod and gesture for him to continue.

“As for the investigation, we will first formulate a budget to allocate the required time, labor, and expenses. This is to avoid allowing the investigation itself to become the objective—that falls under the heading of resource procurement for the survey.

Now, I will list the specific investigation items:

On-site investigation

Farmland analysis

Domain financial survey

Population and family register audit

Legal survey of the territory

Investigation of key individuals

Tax collection review

Market prices for external resources

Investment interest survey

In short, we will personally visit the village and gather data on the land, debt, population, taxes, legal structures, key figures, market rates for outside goods, and potential investors.

We will then evaluate the results, compare them with our projections, and compile a report analyzing any discrepancies.

Even this interim report will carry significant weight with both the church and potential investors. It will also be a strong asset for future fundraising.”

Because he used modern investigative techniques, the explanation came off as clear and logical.

It was a surprisingly thorough research plan—so much so that I found myself wanting to invest.

“Do you have any questions so far?”

He paused to invite questions at that point.

When giving a presentation, there are two approaches:

Push through to the end on momentum and aim for persuasion, or pause at key moments for questions and discussion.

Claudio clearly chose the latter, which happens to be my preference.

I dislike it when someone barrels through a presentation to the end without pause—it makes me feel like they’re trying to gloss over something.

Officials who take their audience’s preferences into account in this way show promise.
