When the new officials first tried to create a plan, they quickly realized they couldn’t even take the first step.

After all, none of them had actually seen the new territory with their own eyes. If any of them had experience in governance, perhaps they could have envisioned it through documents alone—but they were all amateurs.

So what should they do in a situation like this?

What had Governor Kenji said again?

“To make a plan, you start by gathering information. Paperwork is important, but you also have to get out and do it,” Shion repeated Kenji’s words aloud.

“Maybe we should all go out together. That would be more efficient. After all, we don’t have much experience, Rodolphe suggested. 

Members of the Corps were realists and didn’t shy away from activity beyond the city walls, so they supported the idea of getting out and doing fieldwork.

Surprisingly, Sara—who also wasn’t the type to hesitate—objected. “Hmm… I think everyone needs to go. But I don’t think everyone needs to go now.”

“What do you mean?”

“There’s a lot to do when making plans, right? If we all went together, everything else would come to a halt. So I think we should split up. But still, everyone should be kept in the loop…”

“You mean take turns. Divide into a reconnaissance team and a main group.”

“Um, yeah… something like that.”

“I see. That makes sense. So what should the team staying behind do? Keep investigating?” 

Ruck nodded in agreement with Sara. “That’s right. I think we should re-examine the nobility law. We can’t afford to overlook anything regarding the Governor’s authority.”

Paperino added, “I’d like to figure out what supplies I need before taking up my post. If I reserve them in advance, it’ll be cheaper than buying everything last-minute.”

Ruck also chimed in, “We need to research the reputations of the surveyors and circuit judges and decide which ones to take with us. Those people are in high demand lately—everyone’s trying to recruit them.”

“Wait, wait! I can’t keep up—everyone, write it down!”

“Write? What?”

Sara stopped them mid-flow, then pulled out a stack of small wooden boards from the workshop.

She showed them around and explained, “The other day, the workshop was super busy, and nobody knew what to do. So Kenji—uh, the Governor—did this. He wrote everything down on wooden boards like these.”

“Wouldn’t parchment work?” Rodolphe asked.

“Well, with these, you can rearrange things after you’ve written them down. You can decide what to do first and what comes next…”

Though Sara’s explanation was awkward, Claudio was the first to grasp the concept. 

He stood up suddenly. “Hmm! That’s interesting! I see! This is revolutionary!”

“You get it?” Rodolphe asked, curious.

“It might be a bit hard to understand for soldiers who follow a commander, but this is kind of like a discussion tool. Actually, it seems perfect for organizing a discussion. Sorry, let me explain: with this method, everyone can work together to create a plan. The arrangement of the boards becomes the plan! It’s amazing!”

“What’s so amazing about it?”

“In other words, even without a brilliant commander, a large-scale plan can still come together properly! This technique is way too good to use just for some small territory. If we’d known about it when building the cathedral, that project would’ve gone way more smoothly.” Claudio was so excited he waved his hands and practically spat as he talked.

Still, it was unclear whether the others truly grasped how significant this was.

“Well… let’s give it a try,” Rodolphe muttered.
