Accurate information is essential for remote management, but a system must also be established to record, manage, and report that information.

Between gathering data and acting on it, there must be a proper process for verifying and organizing the information. This task is typically carried out by trained officials following established laws and procedures.

When poor skills, corruption, or negligence come into play, efficiency drops, and the information known to management no longer reflects the reality on the ground.

The key to becoming a modern nation lies in training honest government officials, but there’s no way to develop such personnel in time for my appointment as governor.

So, we decided to borrow some young people from the church.

I’m currently preparing teaching materials to train them. These materials are an improved version of what I used when educating young deacons at Father Nicolo’s request.

This time, I plan to include the elements that were lacking in the original program.

As I was preparing, Kiriku, the guard captain, approached me.

“The Sword Fangs Legion—would it be okay if we sent a few people from there?” he asked.

“Of course, you’re welcome to.”

Relying solely on church-affiliated members wouldn’t provide a balanced group.

Mixing participants from different backgrounds would improve the educational impact, so I had no objections.

However, I was curious about the motives behind this offer—specifically, what Jilboa, the commander of the Sword Fangs Legion, had in mind.

“So, what are Jilboa’s thoughts on this?” I asked.

Kiriku straightened his back and replied, “I don’t know what the Commander is thinking! But I think he’s hoping to apply the Sub-Commander’s method of bringing people together to expand the army.”

That sounds about right.

Alternatively, there may be talks about granting Jilboa a peerage or territory, but even if that were the case, Kiriku wouldn’t reveal such details.

“Can I join too? As a student?” Sara asked hesitantly.

“Of course, that’s a great idea. We’ll even invite volunteers from our craftsmen.”

Even though church-affiliated people will handle most of the work for now, we still need to develop personnel with advanced management skills beyond just on-site tasks.

Since they’ll need this training eventually, it makes sense to use this opportunity to build effective teaching methods.

If that includes Sara, I have no complaints.

A few days later, I went to the church to ask Deacon Michelino to send some young people for training.

Since we’d already discussed this, he quickly agreed.

“Please tell them to listen carefully,” I reminded him firmly.

If they act like they did last time and claim there’s “no need to listen to commoners,” it will undermine the educational process.

Deacon Michelino flushed slightly, perhaps recalling his previous behavior when I called him out for that attitude, but he nodded in agreement.

“The Kenji of that time and the Kenji of now are in different positions. I think it’ll be fine,” he said.

I don’t think I’ve changed much, but compared to last time, my social status has risen significantly in the eyes of the clergy—thanks to making the Cardinal’s shoes and being appointed as governor.

“Since Father Nicolo personally asked you to become governor, there’s no way the young clergymen would defy him,” Michelino added.

That’s what it comes down to.

Social status can be a burden, but sometimes it makes the burdens a little easier to bear.
